Leaders and Highlights
Bandai lists the set on its official OP-17 product page. The Leader line-up includes Edward Newgate, Shanks, Kaido, Charlotte Linlin and Monkey D. Luffy, so several of the most powerful pirates in the story lead their own decks. Packs are randomly assorted, so no particular card is promised, but Emperor fans have plenty to look for across the set’s Leaders and Special cards.
